Fire Industry Association (FIA)

Martin Watson is a seasoned leader with over 40 years of experience in the fire and security industry, spanning engineering, operational delivery, risk management, and executive leadership.

He began his career as an engineer at prominent organisations including GPT (GEC Plessey) and British Telecom, gaining hands-on experience with complex technologies and large-scale infrastructure projects. These formative roles helped him develop a deep understanding of both legacy and modern systems.

Martin transitioned into senior executive roles at leading organisations such as Mitie Fire & Security, Contract Fire Security Group, and Siemens Building Technologies. His strategic influence has shaped operational excellence and driven industry innovation. In his current role as Industry Liaison Director at Mitie, he plays a pivotal part in aligning legislation and industry standards with practical delivery.

In November 2021, Martin was elected Chairman of the Fire Industry Association (FIA), following his impactful tenure as Finance Chairman and Board Member. In May 2024, he was elected Chairman of the British Security Industry Association (BSIA), having previously chaired its Security Systems Section. He is the only individual in the UK to sit on the boards of both leading trade associations, where he continues to champion professional excellence, demonstrable competence, and industry advancement.

As a board Director of Skills for Security since November 2022, he has supported the expansion of apprenticeship programmes—now supporting over 1,000 apprentices—and the enhancement of training standards, ensuring that new entrants to the industry meet high professional benchmarks.

Martin holds prestigious memberships with the Institution of Engineering and Technology (IET) and the Institute of Fire Safety Managers (IFSM), reflecting his deep technical expertise and commitment to competence, safety, and innovation.

 His career is marked by a dedication to collaboration, continuous improvement, and the advancement of fire and security practices across the UK and beyond. His leadership continues to shape industry standards, foster innovation, and ensure compliance across the sector.

Dr Gavin Dunn

Fire Protection Association (FPA)

Gavin assumed the role of Chief Executive of the FPA in 2024, having previously been Chief Executive of the Chartered Association of Building Engineers (CABE) for 6 years. He is an experienced business leader and Chartered Building Engineer with a talent for bridging technical matters with effective business management. Originally an architect, Gavin boasts a wealth of experience in the testing, inspection, and certification markets in the sectors of construction, real estate, and sustainability, both in the UK and internationally. 

Prior to leading CABE, Gavin was Director of Building Performance at the Building Research Establishment (2013-2018), where he oversaw globally leading environmental assessment methods for the built environment including BREEAM and CEEQUAL. From 2006-2013, Gavin was Group Operations Director for Elmhurst Energy Systems, where he contributed to the development of some of Europe’s leading building energy certification systems. He also served as Chairman of the Future Homes Standard Working Group during his membership in the UK Government’s Building Regulations Advisory Committee from 2015-2022. 

Working closely with the FPA Board, Gavin is responsible for developing and executing the FPA’s strategy to deliver its long-term vision to continue to be the go-to authority in the field of fire protection, building resilience and people safety. His primary focus is forging successful long-term relationships with members, customers, partners, and authorities to communicate the FPA’s messages and address the industry’s needs, whilst continuously raising the profile of the FPA as the UK’s national fire safety organisation. 

Gavin holds a BSc (Hons) in Architecture, an MSc in Environmental Design of Buildings, a PhD in the Energy Performance of Buildings, and the Certificate of Management Excellence from Harvard Business School. 

Paul Adams

Institution of Fire Engineers (IFE)

Paul is a senior leader with over 30 years’ experience leading chartered institutes, professional bodies and industry organisations. In his most recent role as the Chief Executive of the Institute of Learning, Paul strengthened governance arrangements, rebuilt organisational confidence and embedded a strong culture of continuing professional development.

To date, Paul’s career has encompassed senior leadership roles in the Chartered Institute of Logistics and Transport, Institute of Directors and the Civil Mediation Council, equipping him with a broad strategic perspective and a strong track record of organisational leadership.

In his role as CEO of the IFE, Paul is committed to strengthening the institution’s impact by supporting and amplifying the expertise of its members. From leading change from within to nurturing collaboration across the global fire industry, his focus is on ensuring the IFE continues to lead in setting standards, shaping policy and influencing the fire safety agenda worldwide.

Andy Frankum

The Social Housing Fire Strategy Group

Andy has been working in the charitable social housing sector for the last 15 years. Andy chairs the National Social Housing Fire Strategy group which represents over 220+ member organisations across the social housing sector in England and Wales, was a member of the HSE Interim Industry Competence Committee and advised MHCLG on fire safety and building safety practice. Andy was named #4 global influencer in the 2021 Fire Safety Global Influencers list.

Andy works closely with the social housing sector, construction and fire safety sectors and is passionate about ensuring that effective fire safety practices including competence is well understood and enhanced, whilst working strategically to monitor change, improve industry competence and encourage a practical approach in raising awareness and education and promoting standards and guidance.

The aim is to drive consistency across the sector to encourage safer outcomes, which in turn will enable residents and their families to have a safe place to call home.

Nicola John

Fire Door Maintenance

Nicola is the Managing Director of Fire Door Maintenance (FDM) Training and Development, an award-winning academy housed in a state-of-the-art training centre dedicated to equipping professionals with the knowledge and practical skills needed to ensure fire doors are installed, inspected and maintained correctly.

She began her career in the training sector in 1986 and entered the construction industry as a director in 2000. Co-founding a door company in 2004 alongside a building maintenance company, Nicola has worked in Director roles in doors and the built environment ever since. Passionate about elevating fire safety standards, she has now combined her training and experience in the door industry to form and run FDM.

Nicola is also a judge for the Institute of Directors’ awards and has been the Chair of the IoD South and West Wales for three years, volunteering in this role to give back to the business community in her home region in Wales.

Steve Owen-Hughes

British Fire Services Association (BFSA)

Steve spent most of his working life in public service in a variety of defence, central and local government roles. Steve is currently the senior fire safety manager for the British Museum estate, he is chair of the Institution of Fire Engineers Emergency Response Engineering Group, a Pro Bono technical advisor on refugee fire safety for UNHCR/IOM and is the President of the British Fire Services Association and a Deputy Lord Lieutenant.

Prior, he was the Executive Director of Surrey Community Protection leading the Fire and Rescue Service as the Chief Fire Officer, and leading the Coroners Service, Trading Standards, Emergency Planning, Corporate Health and Safety and Military/Civilian partnerships.  He was also the Chair of the multi-agency Local Resilience Forum.

Steve served in the Army and in wider UK Defence roles deploying on many operations across the globe until 2010. He is also the founder and non-executive Director of the Charity ‘Operation Florian’ delivering aid and safety to refugee and returnee communities.

Steve Rham

P4

Steve Rham began his connection with emergency lighting when he left school and started working for Newey and Eyre (now Rexel), an Electrical wholesaler in his hometown of Crawley, West Sussex.

Looking to specialise in a particular discipline, Steve joined Menvier, an inspirational company of the time.

After 6 years at Menvier, Steve took up a position in electrical contracting as a commercial director.  In search for knowledge, he qualified as an electrician.  His breadth of knowledge across emergency lighting design, supply and installation has significant benefits when complex projects are being considered. 

In 2013 Steve joined P4 as Area Sales Manager for the South East. In 2019 he was promoted to Sales and Marketing Manager and in 2021 was promoted to the position of Sales and Marketing Director.

As well as heading up P4’s UK sales team, Steve also looks after a number of key clients who benefit from his 40 years of emergency lighting design and sales experience.

Steve will be presenting on a project that P4 have recently delivered. The Royal Hospital Chelsea is an Old Soldiers’ retirement home and nursing home for some 300 veterans of the British Army. Founded as an almshouse, the ancient sense of the word “hospital”, it is a 66-acre site located on Royal Hospital Road in Chelsea. 

Richard Glover

Fire Protection Association (FPA)

Richard joined the FPA in 2021 as Project Manager before progressing to Deputy Head of Fire Testing Laboratory, then to Head of Fire Testing Laboratory, and to his current role as Director of Testing and Inspection Services. Prior to working for the FPA, he was UK Technical Manager for a major construction product manufacturer where he was involved in insurance, quality management, product approvals, and standards compliance.

Richard is responsible for leading the strategic planning and operations of our fire testing and fire & risk services departments which are core to the FPA’s offering and long-term vision. He holds an iMechE Accredited Master’s Degree in Mechanical Engineering.

Alaster has 30 years of leading highly successful growth and transformation strategies in the software and services industry. Recently, he served as Chief Operating Officer for GS1 UK, and latterly as Corporate Marketing Director EMEA for a Panasonic company.

Peter Aldridge

National Association of Healthcare Fire Officers (NAHFO)

Peter started his career in the Royal Air Force Fire and Rescue Service, after serving 14 years and all over the world, Peter left to join the NHS at the Leeds Teaching Hospitals NHS Trust. Peter started in the Trust as Fire Safety Training Officer and was promoted to Fire Safety Manager in 2008, he then was Head of Facilities, General Manager Estates and Peter is currently Associate Director of Operational Estates, Fire and Security for the Leeds Teaching hospitals NHS Trust. The Trust is one of the largest Teaching Hospitals in Europe and employs over 22,000 people and has an annual budget of over 1.3 billion.

Peter was awarded an MSc in healthcare governance in 2009 and has completed a PGC in Healthcare Leadership and Management. Peter is a Chartered Manager.

Peter is the Secretary to the National Association of Healthcare Fire Officers; this role involves working in partnership with many organisations including National fire Chiefs Council, the Dept of Health, NHSE, the Fire Protection Association, Institution of Fire Engineers, Institute of Health Estates Engineering Management and others. Through this role Peter gets an in sight into national issues with regards healthcare fire safety.

Dr Tom Brookes, MSc PhD FIET

Waine Weaver

Airport Fire Officers Association

Waine Weaver is an experienced fire service manager and the current Chairperson of the Airport Fire Officers Association (AFOA), having served on the committee since 2019. With a career spanning over three decades, Waine brings a wealth of operational, leadership, and training expertise to the aviation fire and rescue sector.

Waine began his fire service career in 1992 with the Fleet Air Arm of the Royal Navy, serving for nine years primarily at RNAS Yeovilton, as well as on board RFA Argus, HMS Ocean, and in Northern Ireland. After leaving full-time service in 2001, he continued to serve in the Royal Naval Reserve for an additional four years.

In 2001, Waine transitioned into civilian firefighting, joining both Lancashire & Blackpool Airport Fire and Rescue Services. At Blackpool Airport, he progressed steadily through the ranks, culminating in his appointment as Chief Fire Officer in 2013.

In 2021, Waine joined the Fire Service College, Moreton-in-Marsh, where he was responsible for training delivery, course development, and quality assurance across multiple disciplines, further cementing his expertise in fire service education and leadership.

Waine currently serves as the Fire Service Manager for StandardAero, where he oversees the delivery of Rescue and Fire Fighting Services, Fire Safety, and Emergency Planning across several UK sites. His role combines strategic oversight with operational leadership, ensuring the highest standards of safety and service delivery.

Alan Daniels

Industry Committee for Emergency Lighting (ICEL)

Alan has worked in the emergency lighting industry for over 40 years and has experience in product and general management, as well as design and technical roles. He served as a Council Member for ICEL since the 1980s, becoming Chairman in 2021 and has been involved in the development of standards for emergency lighting in the UK and in Europe for many years.

Ben Selby

Fire Brigades Union (FBU)

Ben Selby began his fire service career in Lincolnshire Fire & Rescue, at an early stage in his career, he became active in the Fire Brigades Union.

In 2014 Ben took up the office of Regional Secretary in the East Midlands and has progressed through the ranks of the Fire Brigades Union to the position of the National Assistant General Secretary. The main responsibilities Ben undertakes in his current role are to oversee fire policy, national sectoral collective bargaining and equalities.

Ben has a long history of fighting to ensure that the rights and health & safety of firefighters are at the forefront of the minds of the decision makers.

Jamie Davis

Chartered Association of Building Engineers (CABE)

Jamie is the founder and Co-CEO of the PartB Group. Originally a practical mechanical engineer in the aviation industry, he is an experienced fire engineer with over 21 years’ experience within the fire industry. Having worked in many areas, including operational response, regulatory enforcement consulting design, Jamie now predominantly acts within the litigation field, working as an advisor and expert witness, having represented clients on many small and large scale cases both nationally and internationally.  Jamie is a Chartered Building Engineer and has represented CABE at many technical forums, in addition to previously having been a board member. He leads on all technical matters for the PartB group.

George Edwardes

Fire Protection Association (FPA) 

George joined the FPA in 2014 with experience as a research and development engineer. During his time with the organisation he has held a multitude of roles focused around managing fire tests and providing consultancy, including as Laboratory Manager, Project Manager, and Technical Consultant.

As the FPA’s Technical Director, George is responsible for collaborating with stakeholders, and directing policy development and quality assurance. He also manages the Technical Steering Group, comprising the FPA’s technical experts. George holds a BEng (Hons) in Mechanical Engineering and is currently conducting an MSc by Research, focusing on fire safety assessment tests for external cladding systems.

Richard Fogelman

National Security Inspectorate (NSI)

Richard Fogelman became Chief Executive of NSI in March 2023. Prior to joining NSI Richard spent almost a decade as CEO of a leading national charity supporting bereaved young people. He has a law degree and over 15 years’ management experience having worked in London’s financial markets at numerous banks and financial firms.
Established more than 50 years ago, NSI holds a prominent position as the UK’s premier Certification Body specialising in the security and fire safety sectors. Its UKAS-accredited certification process ensures rigorous audits of over 2000 companies annually, spanning the UK and Eire, to verify compliance with British and European standards, relevant industry codes of practice, and current legislation, playing a significant role in elevating industry standards and fostering confidence among buyers.

Darrell Gilmour

Skills for Security

Darrell Gilmour is the Director of Technical Training at Skills for Security, where he spearheads efforts to advance the expertise of future professionals in the fire and security industry. With a background as a Fire and Security Engineer, Darrell specialises in Fire & Life Safety Systems, Access Control, Intruder Alarm Systems, and IP/Network Video Surveillance. His career spans roles from field technician and design engineering to sales, business development, and now education. Darrell’s extensive experience in training and development will be showcased as a judge for the Fire Resilience Excellence Awards, where he will help recognise outstanding achievements in fire and life safety practices.

Louise Halton

Fire Door Inspection Scheme (FDIS)

Louise Halton joined the Fire Door Inspection Scheme (FDIS) in August 2019, as the Scheme Manager. Her responsibilities include managing all aspects of the Fire Door Inspection Scheme, from the day to day running of the business, to the reviewing and development of the existing scheme. Louise has worked within the regulatory, training and education sector for the last 17 years, in several key roles, including as a Vocational Qualification Assessor, Training Manager, Approved Assessment Centre Co-ordinator and Industry Database Co-ordinator. Louise has always enjoyed maintaining her continued professional development and has completed multiple vocational qualifications, including in relation to assessing and training.

Matt Hogan

The Emergency Planning Society

Matt is Head of Partnerships, Governance and Assurance at the London Resilience Unit the London Resilience Unit, where he is responsible for the secretariat function of the London Resilience Forum, leading governance and strategy across London’s resilience partnership of 184 organisations.

His 18-year career in UK emergency management has seen him work in a variety of public authority sectors including, local government, NHS and fire. He spent 6 years supporting the response and recovery from the Grenfell Fire tragedy and remains involved as an ex-officio advisor to the Grenfell Memorial Commission to help the community determine a lasting memorial. He has supported strategic multi agency response to Operation London Bridge, the Croydon tram crash in 2016, and public disorder across sites in London in 2011 as well as frequent weather-related incidents.

Matt is passionate about improving equity in emergency management and response. He champions initiatives which seek to mitigate the disproportionate impacts that emergencies can inflict on individuals and community groups. He has contributed significantly as an author in “When This Is Over: Reflections on an Unequal Pandemic” and has a peer-reviewed book chapter (Routledge Studies in Hazards, Disaster Risk and Climate Change) in press for later in 2024 which focuses on inclusion and allyship within UK emergency planning

Jules King

Women in the Fire Service UK (WFS)

Jules is the Chair of Women in the Fire Service UK (WFS) and worked for East Sussex Fire & Rescue Service (ESFRS) for 30 years completing her career as the Assistant Director for People Services

She has been involved with WFS for over 20 years and attended the very first ‘Networking Women in the Fire Service’ conference in 1996.

Jules joined the Fire and Rescue Service in 1994, originally being posted to Eastbourne Fire Station. Since then she has worked at various locations across the county in different roles.

Away from work, she loves being outdoors and spending many happy hours on the South Downs with her family. She is also part of a gender inclusion network in East Sussex which supports and compliments the work of WFS

Stewart Langdown

Industry Committee for Emergency Lighting (ICEL)

Stewart Langdown is a seasoned professional in the lighting industry, renowned for his exceptional contributions and expertise in lighting control. With more than 30 years of experience, he has established himself as a leading figure in this field.

Stewart’s journey in the industry began with a foundation in Electronics and Construction before venturing into the lighting industry. Stewart’s career has been heavily focused on Business Development, where he has been instrumental in introducing innovative Lighting technologies to new markets. Additionally, Stewart has a great passion for sustainable lighting which is evident in his advocacy efforts, as he continuously works to raise awareness about the benefits of smart technology and the importance of selecting appropriate technology to enhance building longevity.

Dr Justin Maltby-Smith CEng FIET CMgr FCMI

BAFE Holdings

Justin Maltby-Smith joined the BAFE Fire Safety Register as Group Managing Director in January 2022. Prior to this appointment Justin had an esteemed career in the electrotechnical sector holding senior positions within leading certification bodies, NAPIT and Certsure/NICEIC. Justin is a Chartered Engineer and a Fellow of the Institution of Engineering and Technology and has been a member of a variety of National Technical Standards committees since 2009. He is passionate about education and improving technical standards within the UK.

In addition to their work with the BAFE Fire Safety Register Justin is also the Managing Director for FireQual, which has been set up as a specialist Awarding Organisation for the fire sector. FireQual develop and provide nationally recognised Ofqual and SQA Regulated Qualifications in multiple areas of fire safety. 

Steve McGuirk

Fire Sector Confederation (FSC)

Steve had a distinguished forty-year career in the Fire and Rescue Service, leading three different Services over a seventeen-year period as a chief fire officer, before retiring as the Chief Fire Officer of Greater Manchester in 2015. Since then, he has undertaken a portfolio career, but remained very much involved with the fire sector. This has entailed undertaking several, significant consulting assignments in the UK and internationally but, primarily, he has been an expert witness to the Grenfell Tower Public Inquiry since 2017. He took over as the Executive Officer for the Fire Sector Confederation in May of 2023.

Ian Moore

Fire Industry Association (FIA)

Ian is currently the Chief Executive Officer of the Fire Industry Association (FIA). The FIA, with over 1,100+ member companies, is a not-for-profit trade association with the aim of promoting the professional status of the UK fire safety industry; all of its members hold 3rd party accreditation. As Europe’s largest trade association for the fire safety industry, the FIA’s main objective is to promote the professional standards of the fire industry through close liaison and lobbying with Government and key organisations in the industry. In addition, the FIA trains over 5,000 professionals per year to a nationally recognised level. In the last year, the FIA have recently opened a Centre of Excellence in Northwich and an overseas branch in Cyprus.

Ian started his career in the Royal Navy, followed by the Sultan of Oman’s forces, Chubb, Cerberus (Taiwan and UAE), Zellweger Analytics, Detector Technologies and Elmdene.

Mark Palmer

Mark Palmer FRSA President / Watch Manager Devon & Somerset FRS

Joined Devon Fire Brigade 16th December 1985 as a retained Firefighter. August 2011 following several temporary roles achieved a full-time training role at the joint fire service training centre in Bristol. August 2014 returning to Devon and Somerset Fire and Rescue (DSFRS) as a quality assurance of training and accreditation officer.

In 2017-18 representing the FRSA and DSFRS on the trailblazer group for the operational firefighter apprenticeship.

Working with the NFCC designing a on call firefighter apprenticeship and running a trial in Devon and Somerset FRS, Enables On-Call firefighters to achieve the operational firefighter apprenticeship.

Ali Parry

British Automatic Fire Sprinkler Association (BAFSA)

Ali runs his own consultancy, is the Chief Executive of BAFSA and member of the Industry Competence Committee. Prior to establishing his consultancy in 2023 Ali served for 29 years in the Fire Service, retiring in January 2023 as the Deputy Assistant Chief Officer for Prevention and Protection with responsibility for Fire engineering, Fire Investigation, Fire Safety Enforcement and Community Safety Engagement across Scotland.

As CEO of BAFSA Ali is committed to increasing the understanding of and requirement for fire suppression in the built environment and help to ensure the continual improvement of the competence of those within the industry.

Nicola Roberts

Nicola Roberts is the Head of Service for Siemens SI Buildings in the UK. She is accountable at Siemens for the compliance services for Fire, Security & BMS throughout the UK. Ensuring excellence customer service.

Nicola has worked in the Fire & Security industry for 18 years. She has worked for organizations’ including Asset Protection Group, Balfour Beatty and Integral carrying out various roles throughout her career including Operations Manager, Business Manager and Group Operations Director.

Nicola is the Chair of Women Talking Fire; an independent networking group with over 2200 members elevating female presence in the fire industry and promoting diversity.

Richard Tydeman

Richard Tydeman is a security and technology leader whose career spans frontline physical security through to enterprise cyber and risk management.

He began as a licensed Door Supervisor, working in high-pressure environments where situational awareness, de-escalation and real-world threat response were essential. That experience shaped his practical, people-focused approach to security long before he moved into cyber and IT.

Richard went on to build and lead cyber security and managed services teams, supporting organisations from fast-growth businesses to regulated, mission-critical enterprises. His work covers network security, identity and access control, monitoring, compliance and incident response, always with a focus on operational resilience.

Alongside his technical leadership, Richard has held senior enterprise account roles, translating complex security risk into clear commercial and board-level decisions. He is a Board Member of the Security Industry Federation and co-founder of the Protect Card.

As a judge for the Security and Safety Entrepreneur Awards, Richard looks for innovation that delivers real-world protection, not just impressive technology.

Leigh Turner

Leigh Turner is a seasoned leader in the security industry and the founder of Elite Tactical Force Limited and the United Kingdom Security Industry Compliance Association (UKSICA). With a mission-focused mindset, Leigh has devoted his career to elevating standards, promoting compliance, and championing professionalism across the private security sector.

In addition to his entrepreneurial leadership, Leigh serves as a Non-Executive Director at the Security Industry Federation, where he plays a strategic role in advocating for industry reform, worker representation, and policy development. Andrew Packham

Security Systems and Alarms Inspection Board (SSAIB)

Andy is the Fire Scheme Manager at SSAIB.  Andy has more than three decades of experience in electrical engineering, fire safety, auditing, and certification. His previous role with the British Standards Institution (BSI) saw him manage and develop numerous BAFE schemes, support certification managers, and provide technical expertise across the inspection and auditing process.

Keith Strugnell

Security Systems and Alarms Inspection Board (SSAIB)

Keith Strugnell joined SSAIB in January 2004 as an auditor for security systems. He expanded his role to include auditing fire schemes and became the scheme manager for Fire Systems. With over 36 years of experience in the fire and security industry, Keith oversees the BAFE SP203-1 Fire Detection and Fire Alarm Systems scheme, the BAFE SP101 Portable Fire Extinguisher scheme, and the BAFE SP205 Fire Risk Assessment scheme.
